Once a quiet middle-class neighbourhood reclaimed from the Arabian Sea, Bandra Reclamation is now witnessing one of Mumbai's most ambitious urban transformations, a redevelopment project that is set to reshape the city's western coastline, marking a defining moment for an area originally home to government housing built by MHADA. The real estate fraternity has already given the stretch a new name to match its new ambition: Bandra Bay.
The headline announcement came from the state government itself. Ashish Shelar, Minister for Information Technology and Cultural Affairs, Government of Maharashtra, announced that Bandra Reclamation is set for a complete transformation, with a new Marina coming up in Bandra within the next two years. The announcement was made at a significant industry moment: the launch of an exclusive report titled 'Why Bandra Bay is Mumbai's Most Iconic Waterfront Investment', jointly developed by Lighthouse Luxury and CRE Matrix. Speaking at the event, Shelar stated that the upcoming Marina will redefine Bandra Bay as Mumbai's most futuristic waterfront destination, enhancing the city's lifestyle and investment appeal.
The scale of what's being planned is considerable. The report evaluates the potential of Bandra's waterfront to turn into a global ultra-luxury residential and mixed-use development destination at par with Singapore's Marina Bay or Dubai's Palm Jumeirah. Bandra Bay represents over 140 acres of master-planned luxury waterfront redevelopment set to transform Bandra Reclamation, with the report projecting over 8 million sq. ft. of premium residential and retail space, anchored by sustainability, connectivity, and architectural innovation. On the ground, this isn't a distant dream: the report estimates a development potential of over Rs 1 lakh crore, with the Bandra Bay area seeing a massive development of nearly 8 million sq. ft. of premium residential and retail projects.
Beyond the marina itself, the makeover includes tangible civic upgrades. Plans include a marina in Mahim Bay, along with sports infrastructure such as an athletics track, shooting and archery ranges, a cricket academy, a football ground, and a five-star hotel, spanning 150 acres of mixed-use development. Minister Shelar was specific about near-term deliverables too, mentioning a soon-to-be-completed full-sized swimming pool, a football ground opposite Rangsharda Hotel being created under the Mumbai District Football Association, and a five-star hotel. On open space, he noted that while the entire city has roughly 1.2 square kilometres per person as an open-space ratio, Bandra Bay in reclamation has more than 3.2 square kilometres per person — a statistic that underscores just how much breathing room this waterfront still holds compared to the rest of Mumbai.
None of this would be possible without years of regulatory groundwork. The project's rise has been enabled by years of regulatory relaxations: in 2016, the Maharashtra Coastal Zone Management Authority reclassified the Mahim and Backbay coasts as 'bays' rather than 'seafronts', reducing the no-development zone from 500 metres to 100 metres, and in 2019 it was further reduced to 50 metres, unlocking hundreds of hectares for developers. Administratively, too, the picture has simplified. Before 2014, three separate authorities — MMRDA, the Bombay Municipal Corporation, and MHADA — governed different aspects of Bandra Reclamation, until the then chief minister decided to bring it entirely within the purview of the BMC, resolving issues like sewer connections.
This isn't happening in isolation from Mumbai's broader waterfront ambitions. Just a few kilometres south, MMRDA has embarked on the Backbay Reclamation Scheme, a landmark initiative to rejuvenate Backbay into a vibrant urban space, which will beautify the area and create new spaces for recreation, tourism and infrastructure, with a key proposal being the creation of a Marina along the seafront there as well. Mumbai, it seems, is placing multiple bets on becoming a marina city.
For homebuyers, the developer line-up is the clearest signal of how seriously the market is taking this. Among the developers shaping the new Bandra Bay are leading names such as Oberoi Realty, Godrej Properties, L&T Realty, The Wadhwa Group, Hiranandani Communities, Adani Realty, Excel Group, and DLH, together creating an enclave that blends sea views, urban luxury, and world-class amenities. Oberoi Realty's own commitment to the micro-market has deepened significantly: the developer emerged as the highest bidder for an 11-acre Railway land parcel in Bandra East for ₹5,400 crore, securing development rights on a 99-year lease from the Railway Land Development Authority, a site that has a floor space index potential of around 19.50 lakh square feet. Separately, on Carter Road, Oberoi Realty's Oceanic project is understood to occupy a 2,576 square metre sea-facing parcel in one of Bandra West's most exclusive lanes — part of the developer's twelve-project FY27 launch pipeline. Together, these moves signal that Oberoi sees Bandra Bay not as a passing trend but as a long-term address worth building for.
What does all this mean if you're evaluating a home here today? Infrastructure timing matters as much as the marina announcement itself. The Coastal Road Phase II, connecting Marine Drive to Bandra Reclamation, is expected around 2025-26, while Metro Lines 2B and 3 are set to begin operations in 2026-27, integrating Bandra Bay directly with BKC, Worli, and Cuffe Parade. Prices in the immediate vicinity already reflect rising confidence: in neighbouring Bandra East, the area recorded 627 new sale transactions with a gross sales value of ₹2,333 crore in 2025, and the average property rate stood at ₹63,440 per square foot as of Q4 2025, up from ₹59,909 a year earlier. As the marina takes shape and connectivity improves, that trajectory is widely expected to continue across the wider Bandra Bay stretch.
